About the Founder

Lieutenant Colonel Frank Musisi Frank Musisi, President and Founder of Ssese Islands African Aids Project, SIAAP was born in Ssese Islands, Uganda, East Africa. He came to the U.S. in 1990 for college education and graduated from the University of California at Irvine with a Bachelor of Science in Information and Computer Science, and a Minor in Management. Master's degree in project management with Distinction from Keller/ DeVry Graduate School of Management in Los Angeles, California. Lieutenant Colonel Frank Musisi is on active duty serving as an Assistant Product Manager (APM) at Program Executive Office (PEO), Joint Armaments & Ammunition (A&A) at Picatinny Arsenal, New Jersey. Frank joined the U.S Army in 2000 as an enlisted soldier. Upon completion of Basic and Advanced Individual Training, he was assigned to the 31st Combat Support Hospital, 31st Air Defense Artillery Brigade at Fort Bliss (El Paso), Texas from Mar 2001 to Apr 2005. Here among other things he served his first tour in Iraq in 2003-04 during Operation Iraqi Freedom (OIF). Received a commission in the Army as Second Lieutenant in May 2005.

Civilian Life: Frank Musisi is a father, Community leader, volunteer, and organizer. Chairman/Coordinator of the Association of the Ugandan Americas (AUA). In 2005, he established a nonprofit medical facility, Ssese Islands African Aids Project, SIAAP (www.siaap.org) in Uganda to provide free medical services to the underserved people in Ssese Islands, Lake Victoria focusing mainly to HIV/AIDS and general medicine. He received the Congressional Certificate of Appreciation for Community Service in 2007. In October 2014 he received the Uganda Parliament Highest Recognition (Award) for his HIV/AIDS Charity Medical work in Uganda. He received the United Nations Humanitarian Award, Aug 2017 in Los Angeles, California. In April 2019, the African Focus of Los Angeles awarded him Ambassador of goodwill Award for service to the African community. In January 2020, the Detroit Pistons presents him with the Military Hero of the Game. SIAAP was chosen to host the 2019 World Aids Day in Kalangala district. Over 300,000 clients have been served at SIAAP since inception. He is a founding President of Ugandan Community Organization in California, UCOC 1998-2000 and former President of the Ugandan North American Association (UNAA) from 2007 – 2009. MAJ Musisi, inspite of him serving on active duty in the U.S Army as an AGR Officer, he continues to teach, coach, mentor and inspire youths and African immigrants in the U.S. for career growth and to volunteer for public work and community service. He credits his success and upbringing to his late mother Mauricia Najjuma of Ssese Islands in Uganda.

Highlights and Professional Career:

  • Assistant Product Manager at Program Executive Office (PEO), Combat Support & Combat Service Support (CS & CSS) at Detroit Arsenal, Michigan, March 2019 – March 2022. Managed an acquisition system portfolio of over $90M in Tactical Bridging involving cost, schedule and performance.
  • Supply & Services Officer/ Budget Manager, Logistics Division for 79th Theater Sustainment Command (TSC) at Los Alamitos, California from Oct 2015 to Feb 2019. Managed an annual operations budget of $40M, while at the same time Coordinating Supply and Services for reserve units across 25 States.
  • Commander of Headquarter & Headquarters Company, (HHC) 377th TSC, New Orleans, Louisiana from Nov 2013 to Sep 2015. Management of over 256 Soldiers and civilians, and over $60M equipment.
  • Petroleum Plans officer with Support Operations (SPO), 377th TSC, New Orleans, Louisiana from May 2012 to Oct 2013. Coordination and planning for over $20M in Bulk Petroleum supply across 30 States.
  • Petroleum Bulk Distribution Manager, 311th Expeditionary Sustainment Command (ESC), Kuwait and Southern Iraq from April 2008- March 2009. Distribution management of over 490 million gallons of fuel worth ($1.2 billion).
  • Petroleum Manager, 311th ESC in Los Angeles, California from Jan 2006- Mar 2008. Managed over $5M Petroleum products for Army Reserve units encompassing three states.

His military schools include attending the following courses; Quartermaster (QM) Officer Basic, Petroleum Officer, Defense Logistics Energy (DLA) Petroleum Quality Assurance/Responsible Officer, Contract Officer Representative, QM Captain Career, Operational Support Contract, Analytical Cost Expert, Budget Managers, Environmental Officer, Army Acquisition Professional, and Theater Logistics Program Planners (TLOG). Command & General Staff College (CGSC), MAJ Musisi is a Demonstrated Master Logistician (DML) in the Army DemLog Program.

His awards and decorations include the Meritorious Service Medal with three Oak Leaf Cluster (OLC), Army Commendation Medal with three OLC, Army Achievement Medal with four OLC, Army Good Conduct Medal, National Defense Medal, Iraq Campaign Medal with a Campaign Star and many others. He was the 2009 United States/United Kingdom Army Reserve Foreign Exchange Officer Representative in London. MAJ Musisi was the 2019, 79th TSC's Black History month Keynote Speaker in Los Alamitos CA.
